What is embassy legalization?

Embassy legalization is the final stamp a foreign embassy or consulate applies to a U.S. document after state certification and federal authentication. It is required when the destination country is not a member of the Hague Apostille Convention.

Hague member countries accept a single apostille from the Texas Secretary of State. Non-Hague countries require a longer chain: the document must first be certified by the state, then authenticated by the U.S. Department of State, and finally legalized by the destination country’s embassy or consulate in the United States.

The three-step chain

State certification
The Texas Secretary of State (or the issuing state) certifies the notary or registrar’s signature. Recordable documents (vital records, court orders) go directly; non-recordable documents must be notarized first.
Federal authentication
The U.S. Department of State in Washington, DC adds a federal seal confirming the state certification.
Embassy or consulate stamp
The destination country’s mission in the U.S. reviews the chain and applies its own legalization certificate, sticker, or stamp. Each embassy sets its own requirements, fees, and turnaround.

Which countries need legalization?

Any country that has not joined the Hague Apostille Convention requires embassy legalization. Common non-Hague destinations Houston clients file for include:

Can I use an apostille instead of legalization?

Only if the destination country is a Hague Convention member. If it is, a single apostille from the Texas Secretary of State is enough and the process is shorter and less expensive. Sam's Passport can confirm which path your country requires.
