Applicants who used to be citizens of the USSR or the Russian Federation and emigrated from the USSR or from Russia must submit one of the documents which confirms that they are no longer citizens of the Russian Federation (so called “Visa to Israel” or stamp in their passport saying that they left for “permanent residence abroad” before February, 06 1992 or official document certifying that their Russian citizenship was renounced), otherwise the applications will not be accepted.

Tourist visa

Required documents
Use this list for the file. Non-U.S. citizens must add status documents with the passport.
Passport
Must be signed and valid for at least 6 months beyond the intended stay.
The applicant must submit either a
notarized Copy of Alien Registration Card (Green Card) -or- evidence of legal status in USA (valid visa plus I-94 in passport)
Visa application form
Applications will not be accepted if they are not typed. Please do not leave any blanks, applications that are not fully completed will be rejected by the consulate at the applicants expense.NOTE: Please choose “VLS Houston” for the application.
NOTE: Number #13 on the application must match the address on the LOI provided.
NOTE: All applications must be printed one sheet of paper, two sided or it will be rejected.
NOTE: The application processing time Non-U.S. citizens: who are in the U.S. on a work visa may take up to a minimum of 14 working days, after the invitation is processed to complete the application process, please plan accordingly Example, nationals of Australia, Italy, The Netherlands, Turkmenistan and Israel.
Photos
Provide 2 color passport-type photographs with a white background.
- Size 2 × 2 inches, full face, plain white background with no shadows.
- Eyes open and looking at the camera; neck, chin, nose, forehead, both ears, and eyes must be visible.
- Natural expression with mouth closed, no smile or frown.
- No glasses, hats, scarves, or hair clips (religious or medical exceptions need a statement).
- Use printed photos from a reputable source, home or office printer copies are not accepted.
- Invalid format photos will be rejected and delay submission.
Letter of invite
Letter of confirmation and a voucher from the receiving Russian Travel Agency, Russian Hotel or Russian Joint Venture. Receiving organization should be duly registered as a tourist company at the Ministry of Foreign Affairs and assigned a special index.
This index and a corresponding reference number should be indicated on the confirmation. Both confirmation and voucher must be carried with the visa.
This invitation must be original and show your full name, Passport number, Date of birth, date of entry and exit to Russia. (We can obtain a Tourist Invitation for 30 days single or double. And also Business Single, double and multiple entries at your request, please contact us for pricing).
Proof of travel & Hotel reservation
Please provide a copy of your flight itinerary and a hotel reservation.
Health record
Non U.S. citizens provide a copy of their medical insurance for travel.
Mandatory medical insurance on the basis of reciprocity is required for the citizens of:
Austria, Belgium, the Czech Republic, Estonia, Denmark, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, UK, Sweden and Switzerland.

An official invitation from the company in Russia approved by the ministry of foreign affairs in Moscow (We can obtain a Business Invitation at your request, please contact us for pricing). Multiple entry visas will require the original invitation.
